PM–46. Letter from the Acting Secretary of State to the Secretary of the Army (Brucker)1
I refer to your letter of April 29 to the Secretary of State2 asking for the draft language of a proposed Executive Order concerning the status of our Ambassador to the Republic of Panama and the agenda of the other Panamanian topics for discussion. This was in connection with the meetings on Panama scheduled for May 10 and May 11.
As your office has already been informed by telephone, the Secretary has requested that these meetings be postponed until after the Summit3 in view of the fact that he will have only three working days here between his return from Tehran and Istanbul and his departure for the Summit.
With respect to the Executive Order we have not completed our study but will of course send you a copy when this is done. It is my understanding that the suggested agenda will be along the lines of the Secretary’s letter to you of April 8,4 but we shall be in touch with you again after the meetings have been re-scheduled.
