PM–42. Editorial Note
The National Security Council, at its 441st meeting held on April 14, 1960, concurred with a proposal submitted by the NSC Planning Board that:
“A U.S. policy should be developed during this Administration on the long-range national security interest in inter-oceanic canals across Central America, including consideration of the future of the Panama Canal, a possible new sea-level canal, the question of internationalization of such canals, and the appropriate assignment of responsibility within the U.S. Government regarding such canals.”
On April 23, 1960, President Eisenhower approved this paragraph as NSC Action 2219–b–(3).
