PM–16. Editorial Note

In an exchange of notes on May 20, 1959, between Ambassador Harrington in Panama and Panamanian Minister of Foreign Affairs Moreno, the United States Government and the Republic of Panama concluded an agreement effective on May 20, whereby the United States agreed to sell military equipment, materials, and services to Panama, subject to certain conditions.
