Public Law 532, Both Congress, approved July 18, 1958, authorized the transfer of naval vessels to friendly foreign countries (72 State 376). In telegram 68 to Lima, August 13, the Department of State instructed [Typeset Page 1049] the Embassy to offer two destroyers to Peru for $7 million rehabilitation costs. (723.5–MSP/8–1358) Documentation concerning the ensuing negotiations for transfer of naval vessels is in files 723.5–MSP, 723.56, 723.5621, and 723.5622. By an exchange of notes at Lima on February 12 and 26, 1960, the two Governments agreed to a five-year loan of three United States naval vessels (one destroyer and two frigates) to Peru. In an exchange of notes at Washington, December 27 and 28, 1960, the two Governments agreed to a five-year loan of a destroyer to Peru with the cost of rehabilitation and equipment charged to Peru.
