Guatemala City, November 18, 1960, 11:24 p.m.

350. Ten million dollars approved by Under Secretary Dillon for imports from the U.S. with counterpart being granted to the GOG as accrued. Detailed information to follow. You may wish convey info President Ydígoras.2 Public announcement left to your and President’s [Typeset Page 732] discretion. If public announcement contemplated, please give department 24 hours advance notice to permit consideration simultaneous release Washington.3

It referred to agreement on a $9.6 million loan for the Rio Hondo road and the El Molino highway, and approved of a $10 million grant to assist the Guatemalan Government.
