On January 7, 1959, Acting Secretary Dillon approved a request contained in a memorandum from Assistant Secretary Mann, dated January 5, for authority to negotiate and draft an agreement with representatives of the other American Republics for the establishment of an inter-American development institution. A copy of the memorandum, with the Under Secretary’s hand-written authorization is filed under decimal number 810.10/1–559.
