ES–43. Telegram from the Acting Secretary of State to the Embassy in El Salvador1

232. Embtel 222.2 The Ambassador is instructed in person to deliver to FONOFF on or about December 3 following note of recognition on part of United States of new Government of El Salvador:

“I have the honor to acknowledge the receipt of Your Excellency’s Note No. D-5039, dated October 27, in which you requested me to inform my Government that a Junta of Government has now been established in El Salvador. Your Excellency’s note states that the new Government has declared its intention to continue to comply strictly with the Constitution of 1950, which remains in force, to observe international treaties and conventions, to fulfill its obligations and commitments, and to respect human rights.

In view of the assurances set forth in your note and of the official affirmations made public concerning the holding of free elections, my Government has instructed me to state that it welcomes these assurances, and that it is pleased to extend recognition to the Junta of Government as the provisional Government of El Salvador.”

Please inform Department promptly of any changes in Note for accuracy and of time and manner delivery.3
