BL–3. Editorial Note

Growing labor unrest and reverses for the Bolivian economy threatened the Bolivian National Stabilization Program. Despite the wage freeze, which had been decreed on January 9 by President Hernan Siles Zuazo, labor groups demanded wage increases, and there was some indication that the Government might relax the decree. A heavy drain on exchange reserves, triggered by the Government’s announcement on January 24 of the discovery of a revolutionary plot, and aggravated by unfavorable developments on the international tin market, continued unabated.
