Dear Anthony: It is good to have your thoughts.2 You are of course right in saying that to keep Germany divided is dangerous business for Europe and the world as well. We have made some progress however at Geneva in impressing this point on the Russians. At the least I believe we have made clearer to everyone that the Soviet policy concerning Germany is designed to preserve the GDR as the keystone of their satellite position rather than Russian security.

I agree with you that the only real solution to the dangerous situation in the Middle East is an Israel-Arab settlement. The prospects do look brighter at the moment than they have for some time. We must do everything we can to follow through effectively.
