22. Editorial Note

During the Geneva Summit Conference, President Eisenhower hosted a dinner for the Soviet Delegation on July 18, during which the issue of the Eastern European satellites was discussed. Both Secretary Dulles and President Eisenhower stressed to Bulganin how important the status of the countries of Eastern Europe were to themselves and to all Americans. Bulganin indicated that “it was a subject which it would do no good to pursue at this conference: it would require time and an improvement in the atmosphere.” (Memorandum for the record by Llewellyn E.
