25. Operations Coordinating Board Report

Source: Department of State, OCB Files: Lot 62 D 430, Horn of Africa. Top Secret. No drafting information is given on the source text. Enclosure to a memorandum for the OCB by Elmer B. Staats, dated July 18. The Progress Report, approved for transmission to the National Security Council on June 1, was noted by that body on July 14 in NSC Action No. 1423. At that meeting. Acting Secretary Hoover summarized the impact of events since June 1 and concluded that the correctness of following a middle-of-the-road policy had been confirmed by recent developments. He endorsed the wisdom of seeking to induce the French to adopt a more liberal and enlightened program in dealing with the Arab nationalists. A copy of Dillon’s message, supra, was also attached. Hoover indicated that he was requesting the OCB to set up a working group to evaluate the problem on an urgent basis. The OCB concurred in the report with the stipulation that it be updated to reflect developments since March 21 and that paragraph 5 be rewritten to clarify the language. At its April 26 meeting, the NSC noted the report and directed the NSC Planning Board to review the policy specified in NSC 5436/1 to take into account the new relations between France and Tunisia, Morocco, and Algeria.
