823. Your 3581 and 476.2 Department has decided not take any action before Geneva Conference with respect to proposed bilateral mutual security treaty with Chinese Government. Available time for necessary careful consideration of matter with key Congressional leaders is insufficient. Decision is without prejudice to later consideration of question.
