Editorial Note

On April 19, 1954, discussion of the situation in Indochina occurred in the United States Senate. Participants included the following: Ralph E. Flanders of Vermont, Edwin C. Johnson of Colorado, Hubert H. Humphrey of Minnesota, Wayne Morse of Oregon, Herbert H. Lehman of New York, Leverett Saltonstall of Massachusetts, and George A. Smathers of Florida. The remarks of the Senators reflected heightened concern regarding the possibility of American intervention, particularly in light of the speech by Vice President Nixon to the American Society of Newspaper Editors on April 16.
