No. 422
Editorial Note

On February 11, the National Security Council, at its 184th meeting, discussed several topics, one of which was United States policy toward Iran. As a result of this discussion, the National Security Council adopted the following statement as NSC Action No. 1039:

“Discussed the subject in the light of an oral report by the Secretary of the Treasury on the status of negotiations with the British for implementation of the proposed Plan referred to in NSC Action No. 1021; and agreed that, in the national security interest, the United States Government should maintain a firm position in support of the Plan in order to achieve a prompt settlement of the Iranian oil controversy.” (S/SNSC (Miscellaneous) files, lot 66 D 95, “Record of Actions by the NSC, 1954”)
