Dulte 17. Eyes only for Acting Secretary. We start immediately preparing position and tactics with British and French for restricted meeting of four Ministers next week. I intend to submit tomorrow to working group now set up by three Western delegations substance of proposal contained in Dulte 101 and approved by Tedul 5.2 I would hope this could then become basis for agreed position of Bidault, Eden and myself.
I would appreciate, therefore, any necessary preparations in Washington being started at once, including, I would think, notifying confidentially USUN, Arthur Dean 3 and American Embassy Seoul in view possibility leaks from British or French. Of course we cannot be sure British–French concurrence so project must be regarded highly tentative.
