On April 22, Secretary Dulles arrived in Paris for a meeting of the North Atlantic Council scheduled for April 23–24. Regarding this meeting, see volume V, Part 1, pages 508 ff. Dulles met with Foreign Minister Bidault on April 22 to discuss matters relating to the EDC and Indochina. On the afternoon of April 23, MacArthur met with President Laniel to discuss the same two subjects.
