The list of participants at this meeting is identical to the list for the first meeting (see page 111) with the following exceptions: Belgian Minister for Economic Affairs Duvieusart did not attend; French Minister Bourgès-Maunoury joined the French Delegation; only Harriman, Lieutenant General Foulkes, and Sutton were listed as “also present”. There are two official NATO records of this meeting: a 12-page summary record, document C9–R/3 which includes the full list of participants, and the 54-page verbatim record, document C9–VR/3.
