Editorial Note
On November 18 President Truman and members of his staff met at the White House with President-elect Dwight D. Eisenhower and his advisers to discuss various aspects, issues, and problems concerning the first change in party administration in 20 years. During the course of discussion, national security policy was reviewed at some length.
