Editorial Note

On November 30 a committee composed of Max Millikan of the Center for International Studies (Massachusetts Institute of Technology), Richard Bissell of the Central Intelligence Agency, Walter J. Stoessel, Jr., of the Department of State, Randolph V. Zander of the Department of Defense, and Tilghman B. Koons, Executive Secretary Member of the Special Staff of the NSC, submitted to Robert Cutler a 71-page “Report on the Exploitation of Soviet Vulnerabilities”. The committee had been formed pursuant to a memorandum of August 1.3, 1954 from Cutler to the Under Secretary of State, the Deputy Secretary of Defense, and the Director of Central Intelligence.
