668. For Wm Gibson.2 Re Embtel 667, Aug 153 and your telephone call.4 Phils agreeable re insertion clause “in connection with their conclusion of a peace treaty with Japan”. In view of leaks here and pub text of peace treaty it is imperative release proposed statement regarding [Page 249] mutual def treaty soonest. Hope you can auth release Manila as planned for morning papers 17th even tho Wash release may be slightly delayed. Advise urgently.5
