Editorial Note

On October 31, the Austrian Government submitted a note to the Governments of the United States, the United Kingdom, France, and the Soviet Union, in which it requested the reconvening of the Treaty Deputies at the earliest possible opportunity. The text of this note was transmitted to the Department in telegram 1573 from Vienna, October 31. (663.001/10–3151) Following the Austrian Government’s release of the note to the press, Donnelly issued a statement in which he stated that the United States would “continue to press for the conclusion of the state treaty” and the withdrawal of troops from Austria.
