2806. Pls confirm receipt Depins 166 Dec 61 re consultations hatters’ fur, and report any info available progress consultations. Though [Page 1553] Pres has until Jan 8 act on Tariff Comm recommendations procedures involved issuance Pres proclamation necessitate Dept reporting to Pres not later than Dec 28. Therefore wld like Emb comments by end this week if possible.

On December 17 the Department sent similar cables of inquiry to the other posts concerned, none printed. The despatch from The Hague printed supra indicates that the Department’s December 5 instruction to that Embassy was received by December 11.↩
