Tagg 42. CP’s approval US declaration on Czech suspension by vote 24 for, 4 abstentions (Burma, Den, Finland, Indo), Czech against. Czech del refused to accept validity decision which it claims illegal. It stated Czech had not asked suspension and cld not be forced to break agreement, and instead asked CP’s authorize Czech, under Art XXVIII, to revoke concessions granted directly to US. Said Czech wld continue accord US MFN advantages. Chairman rules Czech must submit request as separate item on which CP’s cld decide whether or not to act.

View foregoing suggest you proceed immed Treas action re Czech imports (Gatt 43, Sept 27¹).
