901. (1) Re Korea.

(2) Re possible meeting by Rau with Chinese Commies.

Following SC meeting November 28, Gross discussed with Rau position of India re six-power Korean resolution. Rau said his present instructions would not permit him to vote on the resolution at this time but in view of our feeling that the resolution should be promptly acted upon, he would at once communicate with New Delhi. Although Rau did not commit himself when asked by Gross whether he would recommend to GOI that he be authorized to vote for the resolution, he added that if he had not received requisite instructions in time for voting on November 29, he hoped we would not press for a vote until November 30 so as to give an opportunity to receive new instructions.

When asked by Gross re his efforts to meet with the Peiping representatives, Rau replied he had had a meeting scheduled for Tuesday a. m., November 28, but Peiping representatives postponed the meeting because of alleged conflict with SC meeting. Rau commented that he did not believe that such a postponement was actually necessary and would not have been suggested by Peiping representatives unless they had desire to make their statement in the SC before entering into any [Page 1255] discussions. In response to question, Rau said he had no firm time for meeting, but thought it might possibly take place morning of November 29.
