At his news conference on September 21, Mr. Truman was asked the following question: “Mr. President, have you decided what our troops will do when they reach the 38th parallel in Korea? President Truman responded as follows: “No, I have not. That is a matter for the [Page 748] United Nations to decide. That is a United Nations force, and we are one of the many who are interested in that situation.
