Reurtel 98¹ Dept understands from Dept Defense that emergency auth given Gen MacArthur immed fol outbreak hostilities permitting him, as operational expedient, fulfill, without limitation, all KMAG’s requests for material on behalf ROK. It further understood MacArthur utilizing this auth to meet current requirements Korean forces.

For your further info Dept informing NSC its opinion that NSC 8/2² which imposed limitation of 65,000 troops, now obsolete.
