JCS 84737. Joint Chiefs of Staff consider that the decision whether to accept or reject the proffer of military aid by foreign governments should properly be made at highest levels in Washington. The Secretary of State has been advised that any proffer of troops made by Generalissimo Chiang Kai Shek should be declined at present.1 In the event any such proffer is made by the Generalissimo to you, he should be advised to refer it to Dept of State.
