Unnumbered. Ambassador Muccio flew Taejon today where he conferred with Rhee, Cabinet and spoke before Assembly. He explained US commitment and urged all-out war effort concentrated in hands Supreme Staff. He urged temporary reestablishment government at Taejon. This is now being done.
Koreans from Rhee down seriously dispirited by course hostilities, especially loss Seoul. They also disheartened by lack actual US military aid. Very strong effort on part US Air Force and Navy will be needed during next few days if situation is to be stabilized. Muccio [Page 221] expects return Suwon 29th. Further information on this subject being developed in subsequent message.
