991. Message and aide-mémoire delivered to Generalissimo 8 p. m. tonight, two and one-half hours after receipt in coded form.1 At first Generalissimo requested message be delivered Foreign Minister Yeh but latter arranged meeting and acted as interpreter. Only other person present was Shen Chang Huang.2

During delivery of verbal message Generalissimo inquired of Yeh whether from President Truman or US Government, and also for his interpretation of request cease Operations. Generalissimo stated would give reply following detailed study after translation. I said would be available at any hour to receive reply. On way out Yeh promised very early reply.

Generalissimo showed no emotion.3

  3. In his telegram 992, June 28, Mr. Strong reported that a Foreign Ministry official had informally advised him that a cease-fire order would be issued that afternoon. Subsequently, his telegram 999 stated that the National Defense Liaison Office had indicated Chinese acceptance of all major points in the U.S. aide-mémoire, with some further details to be worked out with the Commander of the 7th Fleet.
