Editorial Note

On September 13 and 14, Percy C. Spender, Australian Minister for External Affairs, visited Washington en route to New York to attend the Fifth Session of the United Nations General Assembly. He met with President Truman on the 13th and with a Congressional delegation the following day. On September 18, Spender conferred with Secretary of State Acheson in New York.
