Editorial Note

The Foreign Ministers of the United States, the United Kingdom, and France met again in New York, September 12–18, to consider [Page 657] problems of mutual concern. The question of Germany figured prominently in their discussions, which dealt with German unity, termination of the state of war, the status of Berlin, and the extension of further authority to the Federal Government as indicated in the report of the Intergovernmental Study Group.
