Editorial Note

On July 8, President Heuss and Chancellor Adenauer promulgated a law adopted on June 15 by the Bundestag, approving the accession of the Federal Republic of Germany to the Council of Europe. The accession was effective on July 13, and representatives of the Federal Republic of Germany were present when the Consultative Assembly of the Council of Europe convened in Strasbourg, France, on August 7 for its second annual session.
