Memorandum by the Secretary of State to President Truman
Subject: White Paper on China
Ambassador Jessup spent three-quarters of an hour yesterday discussing with Mr. Clark Clifford the latter’s memorandum to you concerning the draft of the White Paper on China. Ambassador Jessup was able to explain to Mr. Clifford that many of the points noted had already been taken care of in the redrafting which was under way, and that every effort would be made to meet the other suggestions. On certain points, Mr. Clifford agreed with Mr. Jessup that problems of [Page 1373] practicability would necessarily determine the extent to which all of the points noted could be fully covered.
