Memorandum by Mr. Lucius D. Battle, of the Executive Secretariat, to the Director of the Executive Secretariat (Humelsine)

[Washington,] July 8, 1949.

The Secretary handed me yesterday the attached memorandum from Clark Clifford to the President25 regarding the White Paper on China. The Secretary asked that this paper be returned to the President under cover of a memorandum indicating that Ambassador Jessup26 has gone over this matter with Mr. Clark Clifford and that the points raised by the President with the Secretary will be met.
