Cantel 1338. Nanking telegram 2579 to Department87 quoting Tsingtao unnumbered telegram to Nanking December 8 to effect all foreigners to be allowed exit permits from Shanghai only. This measure would appear designed to stimulate interest of foreign governments in breaking Chinese Government closure of Shanghai, as only means of enabling their nationals to depart Communist China.
