With view increasing confidential nature warning, incl[uding] avoidance press publicity, you are auth (urtel 648 Nov 1) issue oral warning reprs Amer official, commercial, mission and other groups and to non-affiliated individuals with request they pass in confidence to other Amer associates. Suggest keeping record names persons directly informed and those informed by each key person. Inform Dept date and text ur oral warning and reaction Amcits. Also keep Dept informed names any evacuees, ships and dates departure.
