1459. We like suggestion Embassy, New Delhi, to send small mission this summer to Lhasa (Department’s intel July 5, 1 a. m.16). Authority Canton Government over Tibet non-existent and we agree any move with implications recognition autonomous status Tibet should be made before relations established with Chinese Communist government.
