French Consul General Breal informs me re Contel 2149, December 1, it is projected he make statement French position to Peiping authorities; action presently being temporarily held up to await clearance from Indochina authorities. Position per international law, foreign armed forces which might try retreat into Indochina would be repulsed or disarmed and interned.
