Dear Dr. Kan: I refer to your letter of November 23, 1949 to the Secretary of State,99 in connection with the projected unofficial visit to the United States of Acting President Li Tsung-jen for the purpose of medical examination and treatment.
In reply, I wish to inform you that the Department of State has already instructed its representatives in Hong Kong to facilitate the issuance of visas and other travel documents as may be necessary for the travel of Acting President Li and his party.
