Cantel 1214. Chu Chang-wei confirms that Kunming selected as alternate capital by Executive Yuan. Says no steps yet being taken make preparations there and government will stay Chungking long as possible. Yunnan, according to Chu, will be site of last-ditch stand. Says government feels will lose Szechuan but can hold out long time in Yunnan.
