41. Having in mind possibility poor reception elsewhere (reception Peiping itself being poor today), report conditions set forth by Communist leader Mao Tse-tung today for undertaking peace talks with Nanking as reported Communist North Shensi Chinese language broadcast.

(1). Strict punishment war criminals.

(2). Abolition constitution.

(3). Abolition (Kuomintang?) legal system.

(4). Reorganization Nationalist troops according democratic principles.

(5). Confiscation “bureaucratic” capital.

(6). Reformation land system.

(7). Abolition treasonous treaties.

(8). Convocation PPC [PCC]⁸⁸ with nonparticipation “reactionary elements”, establishment democratic coalition government, taking over all authority “Kuomintang reactionary government and all its strata [branches?]”.
