The Ambassador in China (Stuart) to the Secretary of State

98. French Ambassador called on our Soviet colleague yesterday concerning Chinese approach to Big Four for restoration peace in China (see Embtel 64, January 10). Soviet Ambassador said unofficially (apparently without instructions from Moscow) that USSR was not interested in any such proposal. While Roschin is not enjoying best of health, his indisposition is, according to my French colleague, not of such grave nature that it would have prevented him [Page 44] from calling at Foreign Office last Saturday with rest of us had he so desired.

Department please pass in its discretion to London, Paris and Moscow.
