Acting Mayor informs Consulate General telegram received from Canton [that] new mayor to arrive Tsingtao within few days and Tsingtao to be held (remytel 165 to Nanking, 71 to Canton and 221 to Department⁴⁹). Comment: Order probably not unrelated to move of Nationalist Government to Chungking. Delayed Nationalist evacuation expected to be of nuisance value only.
