The Minister-Counselor of Embassy in China (Clark) to the Secretary of State

Cantel 475. Penultimate paragraph Nanking’s 1076, May 21, to Department,40 repeated Shanghai 608, Canton 447, prompts me report that more than one Chinese student of situation has cautioned me not to underestimate Mao Tse-tung, saying Mao has no idea of emulating Tito, but aspires to be Asian Lenin. Careful scrutiny Communist propaganda will substantiate that there is paucity of mention of Marxist, Leninist or Stalinist doctrine, sole stress being on Mao Tse-tung. Possibility my cautioners may be correct would seem to have far-reaching implications.

Sent Nanking 326, repeated Department, Shanghai 279.
