The Ambassador in China (Stuart) to the Secretary of State

1100. This is not first time Acting President has asked for statement of support (see Cantel 396, May 17, to Department, repeated Nanking 293, Shanghai 247). With all my sympathy for Li Tsung-jen and his determination to resist Communists, I cannot envisage any [Page 342] statement US Government could make this late date which would be effective in changing course of military events, which could avoid embroiling us further in Chinese political confusion.

Sent Department 1100, repeated AmEmb Canton 458, Shanghai 622.
