The Consul General at Shanghai (Cabot) to the Secretary of State

1619. China Daily Tribune, Shanghai, May 12, states political council garrison headquarters ordered all Central Government organizations now functioning Shanghai evacuate city within 2 weeks and instructed Central Bank if Central Government offices remain past designated date, bank must no longer provide money such organizations.
Council also instructed Central Bank to pay only for military supplies bought Shanghai and used for defense Shanghai; to pay for military supplies for Tsingtao only with special permission General Tang En-po; to loan no money any organization not related military affairs; to regulate remittances from and to other National Government ports.
