677. Nationalist peace delegation head Chang Chih-chung flew to Chikow for conference with Gimo March 29 and expected return momentarily. Chang went with knowledge and consent of Acting President and Premier Ho not, we believe, to receive instructions from Gimo prior departure to Peiping, but rather to inform Gimo mission’s plans, tactics, etc., probably in effort persuade him remain silent during negotiations as best service to Acting President.
