Dept believes if you have not already done so you personally should approach Huang Hua and in the strongest possible terms protest the callous indifference on the part of the local Communist authorities in Shanghai to safety, welfare and dignity of American official representatives as outlined in first para your 1665, July 30. Clubb being instructed make similar representations.
