[To Nanking:] Urtel 747, June 23.⁷³ Feeling that it would not be wise call personally on Chang Han-fu for second time in 24 hours, I am conveying your message to him through Cheng Kang-chi (see mytel 1309, June 23, repeated Department 2426). I expressed your thoughts to Chang Han-fu in slightly less emphatic language in my interview Thursday.
