The Consul General at Shanghai ( Cabot ) to the Secretary of State

1907. North China Daily News, May 31, reports Chang Han-fu, Chief Foreign Affairs Department, SMCC,35 announcement that, although Chinese People’s Government has not yet established formal relations with other countries protection foreign lives [and] properties assured under article 8 joint declaration Mao Tse-tung36 and Chu [Page 1160] Teh.37 All laws, decrees issued by military political authorities will be published Liberation daily. Questions re travel and residence may be submitted to Public Safety Bureau Police headquarters. Foreigners visiting these offices to bring own interpreters. SMCC regulations governing conduct foreigners state foreigners must obey all laws, not conduct espionage, oppose liberation Chinese people, protect or harbour Chinese war criminals or counter-revolutionist[s].
